In 1663, in the name of general peace and safety within the Province, an ordinance was passed by the Maryland General Assembly stating that no English shall build a house or settle within three miles of an Indian settlement. The penalty for doing so was 12 months imprisonment. The continual ignoring of this law led to the forming of an actual reservation in 1665.
