In September 1863, the War Department Adjutant General’s Office issued an order to raise one infantry regiment of “colored” troops in Maryland – the 7th Infantry Regiment of the United States Colored Troops. Due to the prevalence of slavery and the multiplicity of plantations across Southern Maryland, it was a prime area for recruitment, leading to the establishment of a 7th Regiment recruitment station in Mill Stone Landing, in California Maryland
