Twelve years after Brown v Board of Education, only six of Maryland’s counties had desegregated their schools. Not until the passage of the 1964 Civil Rights Act, accompanied by pressure from NAACP and others, and the threat to eliminate their federal funding for school aid, did both the Calvert and St. Mary’s County Public School systems desegregate.
